BLUE MED addressed some of the most crucial obstacles to be faced within SES framework: the legal/institutional aspects that the implementation of FAB raises, such as sovereignty issues (airspace delegation, responsibility delegation of ATS provision, etc.), the institutional form of FAB and governance of the future system.
BLUE MED also took into consideration Human Resource (HR) issues. The analysis was conducted from a FAB perspective and was devoted to education,
training and licensing of Air Traffic Controllers, work organization and so forth. An appropriate level of social partner involvement was ensured through ad hoc information and consultation initiatives both at national and European levels.
The results of the BLUE MED Financial, Legal and Human Resources Analysis are included in a key deliverable released in March 2008.
